Bill McCarter is a native of Cleveland County. After graduating from Appalachian State University, he began his planning career with a consulting engineering firm in Charlotte. In 1988 he returned to Shelby to serve as the county’s first Planning Director. During his 28 year tenure, he drafted a new Unified Development Code, implemented county-wide zoning, initiated the development of an online GIS system and wrote and administered over $2 million in grant funds for the development of the Broad River Greenway and Gateway Trail. Bill has reviewed hundreds of new subdivisions, guiding developers through the permitting process. He has also worked with the Cleveland County Economic Development Partnership on numerous industrial projects, and regularly provided staff support for the Planning Board, Board of Adjustment, and Historic Preservation Commission. Bill’s background is unique in the real estate industry and provides a significant advantage to his clients seeking approval for new commercial or industrial projects.
