A plan to transition two of Hialeah's warehouse districts into vibrant, mixed-use, compact communities served by premium commuter rail is underway, known as the Hialeah Transit Oriented Development Plan (TOD). The TOD plan creates dense, walkable, 24-hour mixed-use districts linked to the Tri-Rail and Metrorail stations. The legislation creates two compact districts, which will address Hialeah's need for workforce housing, adaptive reuse, job creation, civic space, complete streets, and dense urban living.
The land use designation is intended to encourage connectivity within the district, promoting greater use of transit stations for pedestrians, bicycles, and automobiles. A TOD's benefits include reduced traffic congestion, increased connectivity, and better air quality. Some studies on TOD's indicate that they will reduce traffic congestion and air pollution by 25 to 50 percent compared to typical suburban developments.
The area around Transfer Station can support increased density, open space, and a vibrant lifestyle connected to the Metrorail and Tri-Rail Transfer Station. According to the Hialeah Code of Ordinances Sec. 98-1542. - Hialeah Transfer Station Subdistrict implementation concepts, the Hialeah Transfer Station Subdistrict is comprised of properties located in the proximity of the Hialeah Tri-Rail/Metrorail Transfer Station generally situated in the east side of East 11th Avenue between East 25th Street and East 27th Street. The north side of East 33rd Street is its northern boundary, the north side of East 17th Street is its southern boundary, the east side of East 8th Avenue is its western boundary, and the west side of NW 37th Street is its eastern boundary. The City Council approved the small-scale land use amendment for 1067 East 25th Street, changing from "commercial" to "transit-oriented development district" to take advantage of the public transit station one block to the east.
1067 East 25th Street falls within in the Hialeah Transit Station TOD District, which is zonedas C-2 (Liberal Retail Commercial District), with an extra approval for 170 units.
